Position Summary:Project EAGLE Community Programs of the University of Kansas Medical Center is searching for a Director. Project EAGLE is an award-winning Early Head Start program located at the Childrens Campus of Kansas City in Kansas City, KS. In continuous operation since 1989, Project EAGLE is funded through public and private dollars, including Early Head Start Federal and State funding. Project EAGLE is required to meet all Early Head Start program standards, policies, and guidelines. The program currently serves 350 children (ages 0-3) and families each year in home based services, 150 each year in center based services and approximately 700 families a year through the Connections Intake and Referral program and operated by sixty-five staff members. Project EAGLE is also a member of the National Educare Learning Network. Educare is a state-of-the-art, full-day, year-round school that serves at-risk children from birth to five years. Building on the program foundations of Early Head Start and Head Start, Educare promotes school readiness by implementing effective programming aimed at preventing the development of an achievement gap in the early years. Each Educare is part of a national initiative that serves as a platform for broader change, inspiring high-quality programs in communities, improving public policies within each state, and demonstrating a comprehensive approach to the first five years of life and learning.The Director reports directly to Dr. Chet Johnson in the Department of Pediatrics at the University of Kansas Medical Center. The Director serves as the face of Project EAGLE by engaging in positive relationships with key stakeholders including governing body members, tenant partners in the Childrens Campus of Kansas City, community leaders, Project EAGLE staff members, and families participating in Project EAGLE programs.Responsibilities: Fully implement the mission of the University of Kansas Medical Center and Project EAGLE by providing quality early childhood education and comprehensive family support services to pregnant women and young children and families; advance the practice of staff, students, and professionals, working in the fields of early education, social work, public health, medicine, nursing, and allied health; and spur research that results in improved outcomes for children and families and initiates systems change. Develop and maintain an organizational structure that supports the seven major divisions of Project EAGLE and assures continuous quality and adherence to the funding requirements. The seven major divisions are: Center Based Early Childhood Programming, Home Based Early Childhood Programming, the Health Clinic/Connections (ERSEA), Information Technology, Fiscal, Staff Development/Human Resources and Administration/Special Projects. Complete fundraising activities necessary to grow and sustain Project EAGLE programs and services through grant applications to federal agencies, foundations, and corporations. Create sustainable sources of funding for the program by staying aware of both public-private funding opportunities and changes in the state and federal budgets that support the overall program mission. Complete a comprehensive program and community assessment annually to assure that the strategic plan is responsive to emergent and ongoing needs. Implement and oversee all facets of the federal and state Early Head Start Programs, providing comprehensive, intensive, yet flexible, home based and center-based services to children between the ages of 0-5 and their families. Assure the program exceeds all the Head Start Performance Standards. Assure the full implementation of the Educare Learning Network â" Educare School Model within the Early Head Start center-based program. Follow the Educare Checklist of core features and engage in the ongoing training for directors, master teachers, and classroom staff. Actively participate in the national cross-site evaluation of Educare Schools being conducted by the University of North Carolina â" Chapel Hill (Frank Porter Graham Center). Provide oversight and guidance for the full implementation and expansion of the Connections Program (centralized intake â" resource-and referral for Wyandotte County) and the Project EAGLE Health Clinic. Identify and secure funding to sustain the Health Clinic and broaden its services. Establish shared governance structure among the required entities: the Governing Body, the Policy Council, and the Program administrators. Assure that the Governing Body (KUMC) interacts with the Policy Council members and engages in a collaborative partnership related to program planning, budgeting, and human resources. Assure that protocols/policies/procedures for managing the Early Head Start program are developed and followed. This includes following specific guidelines for recruitment and enrollment of families (ERSEA â" Eligibility, Recruitment, Selection, Enrollment, and Attendance). Assure that all the Head Start Performance Standards related to Program Governance are met. Lead the development and monitoring of annual budget, and adapt the program model to support a growing organization that is responsive to community needs/assessments. Work with the Research Institute to submit all fiscal and narrative reports within the required deadlines. Expand and enhance program services by applying for expanded funded opportunities that allow the program to serve a larger number of children and families in Wyandotte County that are eligible for program services. Assure that Project EAGLE serves as a platform for change by publishing and disseminating the results and outcomes of research projects. Assure that the program recruits and maintains a culturally diverse, competent, professional staff and retains good staff by offering continuous training/education to help them meet the challenging demands of their positions. Create a work environment that is respectful, promotes productivity, efficiency, offers necessary resources, and reflects a participatory management style. Maintain fidelity to the model and quality programming by utilizing an automated management information system to direct, manage, and evaluate the program outcomes. Evaluate program goals and outcomes, assuring that there are strategies and interventions in place to support family empowerment and the growth and development of children. Supervise and evaluate Assistant Directors and others who report directly. Recruit and support a system for educational practicum and internships across multiple disciplines, including medicine, nursing, social work, education, and psychology. Represent Project EAGLE on various Boards of Directors, task forces, and committees on the local, state and national levels. Successfully works with federal and state project officers. Works effectively with the private funding sector. This includes serving on The Childrens Campus of Kansas City Board of Directors as the founding member representing Project EAGLE. Explore, develop and implement new state of the art practices, like use of cell phones to support young single parents or iPads in the home to deliver lesson plans and expedite paper work. Increase the visibility of Project EAGLE through annual reports, newsletters, and other types of activities. Identify volunteers and other service organizations to support Project EAGLE's special events and activities. Provide ongoing leadership, strategic planning, assuming responsibility and accountability for all program activities. Required Qualifications: Graduate degree in related area with knowledge and extensive experience in program administration, including five years of supervisory and administrative experience. Comprehensive understanding of the fiscal and fiduciary regulations and reporting required by Head Start Performance Standards. Extensive knowledge of Early Head Start programming and Head Start Performance Standards. Knowledge with family systems, child development, health care, and issues related to poverty. Experienced in working with multicultural families and multidisciplinary staff. A minimum of five years of experience in fiscal management and using automated management information systems to track program compliance and quality. Demonstrates excellent writing skills using proper grammar and punctuation. A minimum of five years experience in grant writing and blending both public and private funding streams to assure ongoing comprehensive quality services for pregnant women, young children 0-5 years of age, and their families in Wyandotte County. Experience working within the IRB/Human Subjects system and complying with all required human subjects records, documentation and reporting. Demonstrates the ability to communicate effectively and establish working relationships with a variety of professionals and lay persons within and outside of the University as reflected through the development and full implementation of intra/inter agency agreements and community partnerships. Incorporates knowledge of community services and resources in the planning and decision making process. Demonstrates the ability to manage and resolve conflict and make decisions that impact funding and program design and outcomes. Preferred Qualifications: Doctoral degree or post graduate studies in education or one of the human service areas. Previous experience in directing federally funded research and demonstration grants. Knowledge and experience in research methodology, grant writing, public speaking, publications, and fund raising. Has previously worked within Project EAGLE and the University of Kansas Medical Center and has developed a good working relationships within the University of Kansas Medical Center and the Research Institute.
